Emergency Food and Shelter Program (EFSP)

About the Program

The Emergency Food and Shelter Program was established on March 24, 1983, with the signing of the "Jobs Stimulus Bill," Public Law 98-8. That legislation created a National Board, chaired by the Federal Emergency Management Agency (FEMA) that consisted of representatives of the American Red Cross, Catholic Charities USA, The Jewish Federations of North America, the National Council of the Churches of Christ in the USA, The Salvation Army and United Way Worldwide. This program provides funding to eligible nonprofit agencies, not individuals seeking aid. Please see the eligibility and criteria below to see if your organization qualifies to receive funds. We will share a list of participating funded agencies once selections have been finalized.

Susquehanna Valley United Way is overseeing the distribution of the 2023 federal funds for Phases 39, 40, and ARPAR for the Emergency Food and Shelter Program in the Northumberland, Snyder, Union, and Montour Counties.

A local board is being convened to review applications in late July 2023. Nonprofit organizations seeking to apply for funds should review the criteria and procedures required to be an eligible organization for EFSP funding.
